After downloading the installation program for EZPACS, do the following:  

Move the mouse over the EZPACS Setup.exe line.

Click the ... which appears and select Keep from the menu.

Click the ... next to the Delete button and select Keep anyway

When running the installation program, you might see the following a message

Click the More info link.

Click the Run Anyway button to proceed with the installation.
